Elan Carr, Officer in the United States Army
A Middle East expert and linguist, a criminal prosecutor, a military officer, and a community leader, Elan S. Carr is a frequent speaker on Israel, Middle Eastern affairs, and terrorism.
Mr. Carr serves as an officer in the United States Army Reserve, Judge Advocate General’s (JAG) Corps, and spent nearly a year on military deployment in Iraq. An American born to a prominent Iraqi Jewish family, he speaks Hebrew and the Iraqi dialect of Arabic, and is well-traveled throughout the Middle East.
During his service in Iraq, Mr. Carr regularly conducted Jewish services in the former presidential palace of Saddam Hussein in Baghdad and was the first to light a Hanukkiah in the presidential palace, for which he received wide coverage. He also met with the last remnants of the Iraqi Jewish community and visited Jewish sites.
As part of an anti-terrorism assessment team for the United States Central Command (USCENTCOM), he traveled throughout much of Iraq helping to lead missions meant to anticipate and prevent terrorist attacks against Coalition assets. Then, as a Judge Advocate for Combined Joint Task Force Seven (CJTF-7), the Coalition’s military command for Iraq, he prosecuted terrorists and unlawful combatants who committed crimes against Coalition forces. These prosecutions were conducted before Iraqi judges of the Central Criminal Court of Iraq, and Mr. Carr’s Arabic language skills made him uniquely able to function in the delicate and historically unprecedented role of a U.S. military lawyer litigating before an Arab tribunal. He was also part of the Coalition Provisional Authority’s efforts to establish an independent Iraqi judiciary, and he helped to train Iraqi judges and lawyers on topics such as constitutional law and criminal defense.
Several years ago, in 1996, Mr. Carr worked in Israel as a legal advisor to Israel’s Ministry of Justice, where he helped to create the first-ever public defender’s office there. His experience in Israel and Iraq, his involvement in public issues in both those countries, and his language skills in both Hebrew and Arabic give him a unique perspective and influential voice on the most important issues affecting the Middle East today.
An attorney by profession, Mr. Carr serves as a Deputy District Attorney for Los Angeles County. Prior to his current appointment, he practiced commercial litigation in leading corporate law firms, including Kaye Scholer in New York and Irell & Manella in Los Angeles. He is an alumnus of The University of California, Berkeley, where he earned his bachelor’s degree in philosophy and political science, with honors, and of New York’s famed Stuyvesant High School. He earned his law degree from the Northwestern University School of Law in Chicago.

Dr. Tawfik Hamid, Professor of Law and Director of Institute for Global Security Law and Policy
Though terrorism dominates the news today, few understand its root cause. Medical doctor, educator and former terrorist, Dr. Tawfik Hamid, explains the source of terror from a unique perspective. As a medical student in Egypt, Hamid joined an early Islamic terror group, Jemahia Islamia.
His mentor, Dr. Ayman Al Zawaheri, is now the number two man in Al Qaeda. Hamid prayed with Al Zawaheri, admired his gentle style, and was inspired by his strong speeches. Swayed by the teachings of Zawaheri and other Jemahia Islamia leaders, Hamid found that the violent images of these teachings filled his thoughts day and night. But when the time to implement his violent plans of action neared, he experienced intense personal conflict and began distancing himself from the group.
Shortly after leaving Jemahia Islamia, Hamid developed his own Islamic sect that is peaceful and promotes love to every human being irrespective of his or her race, gender, class or religion. As a charismatic speaker in mosques, he offered an alternative to the violent Salafi teachings that were becoming increasingly prevalent. Threats on his life, however, eventually forced him to flee Egypt.
"If the West is to win the so-called War on Terror, Westerners must learn the truth about terror's roots," Hamid says.
Dr. Hamid is flexible regarding touring dates but needs 3-4 months advance notice.
